Requirements for materials sent for publication and structural elements of scientific articles

The journals of the publishing house "Development of Legal Systems" are scientific. Articles sent to the publishing house must comply with the profile of a scientific periodical and the subject of the journal, as well as the requirements for scientific publications. They should be relevant, new, have scientific and practical significance, as well as theoretical and practical value.
The editors do not accept materials prepared in the abstract format. The author needs not only to demonstrate a good knowledge of the issue under discussion, the work of scientists who have studied it before, but also to bring a certain scientific novelty with his publication.
Selected parts from dissertations, books, monographs are not accepted for publication, since the style of presentation of such materials does not correspond to the journal genre, and materials that were previously published in other publications are not accepted.

Annotation Requirements

Abstract is a concise summary of the essence of the material, allows you to establish the main content of the document, determine its relevance and allows you to decide whether to refer to the full text of the document. The annotation is used in information, including automated, systems for searching for documents and information.
The abstract reflects:
- subject, purpose of the article;
– the method or methodology for conducting the study;
– research results;
– scope of results;
- novelty;
- conclusions.
The allowable length of the abstract is from 150 to 200 words
It is recommended to use the following phrases in the abstract: “The subject of the study is…”, “The object of the study…”, “The methods/methodology used in the study…”, “Such aspects are considered…”, “The main conclusions are”, “The author’s contribution to the research is… ”, “As a result, it was determined / revealed / established ...”, “This article discusses the problem ...”, “The idea that ... is substantiated”, “A comparison is given ...”, “Problems are revealed ...”, “The author comes to the conclusion…”, “Features are revealed…”, “Concepts are analyzed…”, “Experience is generalized…”, “The position that…” is substantiated, etc.

Keywords Requirements

Keywords express the main semantic content of the article, serve as a guide for the reader and are used to search for articles in electronic databases, therefore, they should reflect the discipline (field of science in which the article is written), topic, purpose and object of study. The main requirement for keywords is the strict definition of their meaning.
Both single words and phrases in the singular and nominative case can be used as keywords.
The number of keywords is at least 10 in Russian and English, the number of words within a phrase is no more than three.
Words, terminological phrases, phrases (in exceptional cases), abbreviations, numerical characteristics, proper names, symbolic designations can act as keywords. Common terms (method, methods, principle, properties, problems, application, etc.) are given in keywords only in combination with other words that narrow their meaning. For example: risk assessment, coordinate method, performance characteristics (not: risk, method, characteristics). To achieve strict definition of meaning, adjectives are used in combination with nouns.

Requirements for the main part of the article

The text of the article should be carefully proofread and verified. The authors are responsible for the content of the articles, for the accuracy of the facts, quotations, statistical and other data, names, titles and other information given in the article.
The article should clearly indicate the relevance, scientific significance, methodology, purpose of the study, results and conclusions, as well as provide an exhaustive analysis of the sources relevant to the topic.
The content of the text should be divided into sections. Mandatory sections are "Introduction" and "Conclusion". In addition, the presence of headings reflecting the semantic blocks of the work is welcome, for example, a review of research literature, research methodology, research results, discussion of research results..

Borrowings and citations

1. Responsibility of authors
1.1. By submitting an article to the editor, the authors confirm that this article is not under consideration by the editors of another journal, and that it has not been published earlier.
1.2. The authors are responsible for the content of the article. Articles should use only original scientific data. In case of borrowing materials from other researchers, an appropriate correct reference should be made. The results discussed in the article should meet the criterion of reproducibility by other researchers. All methods of data processing, as well as the logic of their interpretation, must be absolutely transparent.
1.3. Submitting the text of the work for publication, the author guarantees the correctness of all information about himself, the absence of plagiarism and other forms of illegal borrowing in the manuscript of the work, the proper design of all borrowings of the text, tables, diagrams, illustrations. Authors are responsible for free or involuntary plagiarism. Unauthorized borrowing and reproduction of any elements of the article (text, graphics, primary data, etc.) are absolutely unacceptable. Borrowed elements reproduced with the consent of the copyright holders must be presented in the correct form and accompanied by an appropriate link.
1.4. The authors are responsible for indicating the sources of financial support for the project, the results of which are described in the article submitted for consideration, as well as for indicating the persons who contributed to the implementation of the research.
1.5. Information obtained privately, i.e. in correspondence, conversation or discussion with third parties, or obtained in the course of providing confidential services, may be used or communicated only with written permission from the source of such information.
1.6. If an author discovers a significant error or inaccuracy in his own already published article, he must immediately notify the journal editor or publisher and cooperate with the editor to withdraw or correct the publication. If the editor or publisher learns from a third party that the published work contains a significant error and informs the author of such a deficiency, it is the responsibility of the author to promptly send corrections or provide evidence to the editor in the correctness of the data in his / her article.
1.7. The author can initiate the publication of an article that has already been published in their native language, in translation. Such cases are subject to special consideration at a meeting of the editorial board, subject to mandatory observance of ethical principles by all parties involved..

2. Responsibility of the journal editors
2.1. The editorial board of the journal accepts for consideration articles that have not been published anywhere before, representing an original scientific research or a detailed review on any topic that corresponds to the general direction of the journal. If a previously published work is found that repeats the results of the article under consideration by more than 30% according to the results of the check by the Anti-Plagiarism program, the editors of the journal reserve the right to refuse the authors to publish the article.
2.2. The editors of the journal are responsible for making decisions regarding the articles proposed for consideration. The basis for the decision of the editorial board of the journal to accept an article for publication or refuse to publish is the exclusively scientific value of the article, its significance for scientific progress and the quality of preparation.
2.3. The editors of the journal and members of the editorial board do not have the right to disclose information about the articles received by the editorial office to anyone, except for a narrow circle of people who are directly related to the article and the process of preparing it for publication.
2.4. The editors of the journal, in the process of reviewing articles, should familiarize themselves in detail with the original information contained in them, but under no circumstances they have the right to use it for their own research or for other personal purposes. The use of such information is allowed only after the official publication of the article with the correct citation in accordance with generally accepted requirements.
2.5. Under no circumstances should the editors of the journal force the authors to cite articles published in the journal "Criminal Law" in order to artificially improve the scientometric indicators of the journal.
2.6. Editors are obliged to ensure control over the accuracy and correctness of citation in an article approved for publication.
2.7. Editors should evaluate scholarly articles for intellectual content, regardless of the race, gender, sexual orientation, religious beliefs, ethnicity, nationality, or political views of the authors. 
3. Responsibility of reviewers
3.1. Peer review of articles in the journal is anonymous. Authors are not told who specifically reviewed their article. However, at the request of the reviewer and with his written consent, the name of the reviewer may be communicated to the author of the article.
3.2. Reviewers should not disclose information about articles submitted for review to third parties.
3.3. Prior to the publication of the article, reviewers, under no circumstances, have the right to use in their own research or for other personal purposes the information to which they received access during the review process.
3.4. In cases where the reviewer, with a general positive opinion, has fundamentally significant comments on the article under review, in agreement with the editors, they can be published in the form of comments, while the author is given the opportunity to give a public response to the reviewer on the pages of the journal.
3.5. Reviewers must conduct a scientific examination of articles within the time limits set by the editors of the journals. If it is not possible to complete the review within the specified period, the reviewer must immediately inform the editors about this.
3.6. When reviewing articles, reviewers should strive for maximum objectivity. The only criterion for evaluating an article is its scientific significance. Any decisions based on any personal preferences of the reviewer are not allowed. In the event of a conflict of interest in any form between the reviewer and the author, the reviewer is obliged to immediately notify the editors of the journal and refuse to review. 
4. Conflict of interest
All stakeholders should avoid conflicts of interest in any form at all stages of the process of going to press. In the event of a conflict of interest in any form, the person who first discovered such a conflict must immediately notify the editorial office. The same applies to any violation of generally accepted ethical norms and rules.
